Marcel is one of two government representatives who serve on the Creative Nova Scotia Leadership Council. Throughout his years as a public servant, Marcel has been immersed in the field of cultural development in Nova Scotia.

Marcel began his career as a music teacher. He joined Nova Scotia’s public service in 1984 as the touring performing arts officer. Since then he has served in multiple roles including head of the performing arts section, manager of industry growth, director of programs and currently as executive director of the Culture and Heritage Development Division. Marcel was chair of the East Coast Music Association for three years, and led Nova Scotia’s participation in the Cultural Olympiad at the 2010 Vancouver Olympics.

As part of the Council, Marcel enjoys the opportunity to work with a diverse group towards the common goal of cultural development in Nova Scotia. He believes that collaboration between government and the arts and culture community can lead to important achievements such as the creation of Arts Nova Scotia and legislation such as the Status of the Artist Act.

I hope to one day live in a community that recognizes that cultural development is as valuable to the growth of our society as is, for example, formal education.
